From Apple Whimsey -  This is "Pansy Tea Party" bear.   What a funny item.   Pansy Bear is dressed in a pretty floral dress and white apron.  She is holding some pretty yellow and purple flowers in her one hand along with a fruit torte.   Her other hand is holding on to the ceramic tea pot on her head.  She measures about 18.5".  Original tag is attached showing the name and edition number of 1 out of 1.  Tag is signed by the artist - Lita Gates and dated 5/4/95.
